Buying Off-Plan Property in Dubai

How off-plan property in Dubai works – payment plans, fees, Oqood registration, escrow protection, handover and resale.

Off-plan property is property you buy from a developer before it is built, or while it is still under construction. In Dubai it is one of the most popular ways to buy a home or an investment, mainly because developers spread the price over the construction period with payment plans. This guide explains how it works, what it costs, how your money is protected and what to check before you commit.

What off-plan means

When you buy off-plan you sign a sale and purchase agreement (SPA) with the developer for a specific unit in a registered project. You pay in instalments linked to dates or construction milestones, and you receive the finished unit at handover. Until then your ownership is recorded with the Dubai Land Department as an off-plan registration; the title deed is issued after completion.

Why buyers choose off-plan

  • Smaller payments over time – a down payment and instalments instead of the full price up front.
  • Launch pricing – early buyers can often choose from the widest range of units.
  • New buildings – modern layouts, amenities and building systems.

The trade-offs

  • You wait for your home – typically several years from launch to handover.
  • Delays are possible – handover dates can move.
  • Values can fall as well as rise – there is no guaranteed profit.

Step-by-step buying process

  1. Choose the project and unit. Compare location, unit size, price per square foot, payment plan and expected handover.
  2. Reserve the unit. You sign a reservation form and pay a booking amount, usually part of the down payment.
  3. Sign the SPA. The sale and purchase agreement sets out the price, the payment schedule, the expected completion date and what happens if either side does not perform. Read it carefully or have it reviewed.
  4. Registration (Oqood). The developer registers the sale with the Dubai Land Department in the Oqood system, the official register for off-plan sales. You receive confirmation of the registration.
  5. Pay the instalments. Payments are made to the project's escrow account according to the schedule in your SPA.
  6. Handover. When the building is complete, the developer invites you to inspect the unit, pay any balance due and collect the keys.
  7. Title deed. After handover and final payment, the title deed is issued by the Dubai Land Department.

Costs and fees

Besides the purchase price, plan for these costs. Exact amounts change, so confirm current figures with the developer and the Dubai Land Department before you buy.

CostWhat it is
DLD registration feeUsually 4% of the purchase price, paid when the sale is registered. Some developers run offers that cover part or all of it.
Registration / admin feesFixed administrative fees for the Oqood registration and related services.
Agent feeOften nothing extra when buying directly at launch – ask before you reserve.
Service chargesAnnual building maintenance charges, payable from handover. Dubai publishes approved service charge rates for each building.
Mortgage costsIf you finance the purchase: bank arrangement fees, valuation and mortgage registration fees.

Payment plans compared

A payment plan is the schedule in which you pay the price. The most common types in Dubai are:

  • Construction-linked plans – instalments fall due as construction milestones are reached.
  • Time-based plans – fixed monthly or quarterly instalments. The Danube 1% payment plan is a well-known example: a down payment, then around 1% of the price per month.
  • Post-handover plans – part of the price is paid after you receive the keys, so you can live in or rent out the unit while still paying.

Compare plans by adding up how much you pay before handover, how much after, and what happens if you want to sell before completion.

How your money is protected

Dubai law requires off-plan projects to be registered and buyers' payments to be paid into an escrow account for that project. The developer can draw on the account only as construction progresses, under the supervision of the Dubai Land Department and its Real Estate Regulatory Agency (RERA). Before you pay anything:

  • Confirm the project is registered and check its escrow details through official channels such as the Dubai REST app.
  • Make every payment to the escrow account named in your SPA, never to a personal account.
  • Keep copies of the reservation form, SPA, receipts and the Oqood registration.

Selling before completion

Many buyers sell their unit before handover by transferring the contract to a new buyer. Developers usually require a minimum share of the price to have been paid first and charge a transfer fee, and the sale is registered with the Dubai Land Department. Check the resale conditions in your SPA before you buy if you may want to sell early.

Handover and snagging

At handover, inspect the unit carefully and list any defects (a "snagging" list) for the developer to fix. Check that the size, layout and finishes match your SPA. Once the final payment is made and the keys are handed over, the title deed is issued.

Risks and how to reduce them

  • Delays: check the developer's record of past handovers and read the SPA clauses on delays.
  • Over-stretching: plan for every instalment and fee, including the balance at handover.
  • Market changes: buy for a time horizon that suits you; do not count on a quick profit.
  • Mortgage limits: lending on off-plan property is more limited than on finished homes, so speak to banks early if you need finance at handover.

Off-plan and the UAE Golden Visa

Property investment can qualify buyers for the UAE Golden Visa when it meets the value rules. Read our guide to the Golden Visa through property investment.
